Proposed Revised Terms of Reference
AIHD would like to revise its present Terms of Reference (TOR) and Work Plan as it feels that it will be difficult to fulfill the terms and conditions under TOR #5. This component specifically states, ” To serve as a resource centre for quality assurance in the district health system, based on a PHC approach”. Upon further review and consideration, AIHD feels that the term “quality assurance” represents a somewhat “sensitive” issue, as AIHD is an outside agency and not formally part of the MOPH and The National Health Security Office. The present political unrest in Thailand also at would make it difficult for AIHD to assume any role to oversee “quality assurance” at the district level.
This limitation indicated that the former TOR# indicates that current TOR#4 : “To provide technical support in monitoring PHC development as required by the organization” , is sufficient to articulate the desired Work Plan to support the Universal Health Coverage Insurance Scheme.
As such the proposed revised TOR will contain the following 4 components for the next 4-year period [i.e. 2008-2012]:
  1. To serve as a resource centre for “clearing house” activities with respect to the dissemination of PHC information in the Region.
  2. To organize inter-country training courses on subjects related to PHC development & “Health for All” efforts as required by the Organization.
  3. To provide expertise for inter-country collaborative research projects on Primary Health Care development as required by the Organization.
  4. To provide technical support in monitoring PHC development as required by Organization.
